When the government first set out on its journey with its new government IT strategy driven from the Francis Maude camp we had the promise that IT could become a set of standardised IT services that in the main would be plugged together to fit the requirement of the day. Long gone were the big SI contracts which spent taxpayers’ cash as if they deserved it and many IT corporate entities and executives got fat on the profits – delivering to defined contracts and change control was the name of the game.
